Malcolm Chen 1eb939c90f Allow notifyCarrierNetworkChange on grouped oppt subscriptions. 
Replace getActiveSubscriptionIdList with
getActiveSubscriptionIdList(false) so that grouped opportuistic
subscriptions will also be included.
