Xiaowen Lei 10ef287c2f Move setIsDreaming(..); to be right after plugin.getView(parent);. ...

This is necessary because registerDataProvider(plugin) could already be
logging events. The logged surface is 2 (Keyguard) without the
`setIsDreaming(true)`.
