Keep the constants are only used by framework in TrafficStatsConstants
and move the others to NetworkStackConstants which is in libs/net.

ConnectivityManager and NetworkAgent do not share their handler with any
other component, so there is no reason to use addresses that do not
overlap. Protocol.BASE_* was written to allow for interaction "between
different StateMachine implementations without a conflict", but the
classes do not use StateMachine, and they do not have such interactions.

LocationPermissionChecker was written to be used by multiple
connectivity modules, so it belongs in the frameworks/libs/net library.
The file is moved as-is with minor modifications in the test to avoid
usage of the privileged ActivityManager.getCurrentUser API.

SocketUtils contains system APIs for modules to interact for sockets,
wrapping internal APIs. It should be part of the platform to keep access
to the internal APIs.
This involves splitting NetworkUtils.protectVpn to NetworkUtilsInternal,
since SocketUtils and VpnService are the only users of that method.
The @UnsupportedAppUsage NetworkUtils.protectVpn has low usage
count, and is already available through VpnService.protect.

memtagMode allows an app to opt in to MTE in either sync or async mode.
nativeHeapZeroInit enables automatic initialization of heap memory.
Both attributes default to off and can be specified at either
application or process level.
