config, which indicates the capabilities that are exempt from the single
PDN rule.

Uses the atom MagnificationTripleTapAndHoldActivatedSessionReported in
westworld to log the activated session duration for the window magnifier
which is triggered by the triple-tap-and-hold gesture.
The duration is from the window magnifier's enabled time to its disabled
time.

There is a consistency issue in which some cached conversations in
People Service do not get cleaned up because they are missing a event
timestamp. For those cases, we use the creation timestamp to order by
recency and still clean up those conversations.
This change will enforce that at most `MAX_CACHED_RECENT_SHORTCUTS` are
cached by People Service for uncustomized conversations as expected.
Test: Manually with app that creates cached shortcuts and unit tests

The KeyguardBottomAreaView (KBAV) has been refactored to a new, modern
architecture. This CL flips the flag to turn that on. The plan is to let
it soak for a while with Droidfooders and fix any bugs they find. Once
we are happy, we will delete this flag and all the now-dead code
protected behind it.

This aligns the behavior as legacy rotation animation in commit db7097e.
Note that the crop will be cleared in finishTransaction set from core's
Transition#buildFinishTransaction.
Also clean some fields a bit.

Test: Enable launcher rotation. Set animation scale to 10x.
Rotate display and observe that the wallpaper does not exceed
the area of previous display size.
