32d484c8e0 Add an API to getPhoneAccountHandle for a TelephonyManager 
This change allows the carrier privilege app to get the PhoneAccountHandle associated with its TelephonyManager without requiring the READ_PRIVILEGED_PHONE_STATE permission.

c638307194 Support getSlicingConfig() API for 5G Slicing Configuration 
- add getSlicingConfig() API in TelephonyManager and ITelephony
- add Parcelable implmentations for RouteSelectionDescriptor,
  SlicingConfig, and UrspRule
- remove @hide and @SystemApi for TrafficDescriptor and
  NetworkSliceInfo to make them public
