add capability for TelephonyManager.getNetworkSlicingConfiguration()

- create CAPABILITY_SLICING_CONFIG_SUPPORTED in TelephonyManager
- mark up getNetworkSlicingConfiguration() with
  CAPABILITY_SLICING_CONFIG_SUPPORTED
