127e497477 Update docs to hint when to use FLAG_MUTABLE 
Any PI that needs to be used with inline reply or bubbles needs to keep
their PI mutable. This change updates the messaging around FLAG_MUTABLE
docs and logs at the mutability flag check to add this use
case.

bdaca1c0c6 WifiManager: deprecate unused intent extras 
These extras stopped being populated in R, but it was
too late to make API changes. Officially deprecate
them for S.

ecc8fa8557 Avoid loading app icon bitmap when possible 
The layout file is using a CachingIconView for the app icon to avoid
reloading the icon when possible. But, the icon is being explicitly
loaded in MediaDataManager. This change eliminates this unnecessary
work.

a537d5edd8 Update global configuration's forceBoldText in ActivityTaskManagerService 
When Setting's FORCE_BOLD_TEXT is changed, update the global config's
forceBoldText. This follows font scale.

Test: Manual, adb shell settings put secure force_bold_text 2
