This makes Package Manager require APK Signature Scheme v2 signatures
for ephemeral APKs. This part of the effort to deprecate the v1
signature scheme based on JAR signing.

Dumpsys info was printed in the "Application Services" section as well
as the bluetooth_manager section. Add an argument to print so it prints
from here, and doesn't in the other section.
