Bluetooth: don't output dumpsys info twice

Dumpsys info was printed in the "Application Services" section as well
as the bluetooth_manager section.  Add an argument to print so it prints
from here, and doesn't in the other section.

Test: run a bugreport, check in "APP SERVICES" section
