Add unit tests for apostrophe for WordIterator

These tests mid-word apostrophe, making sure that in English at
least, the apostrophe does act like a quotation mark to break the
word.

Implicitly expose activities
...
Activities that have a browsable web intent filter [action.VIEW,
category.BROWSABLE and http(s) scheme] are implicitly exposed to
instant apps. Authors can explicitly hide these activities by
using the attribute android:visibleToInstantApp="false".

Bluetooth: fix issues re-enabling after crash
...
When Bluetooth crashes, sometimes an LE app restarts it before
ActivityManager gets a chance. In this case, the Bluetooth manager
would assume the state should be LE only and did not continue to fully
enabled.
Luckily in this case the persisted system state is also ON. Use the
persisted state as information about whether we should be fully enabled.
Test: basic sanity check, forced crash of BT

Fix OnCancelListener for Dialogs on swipe to dismiss.

Swipe to dismiss on dialogs did not dispatch onCancel events
to OnCancelListeners. Resolve by adding listener to monitor
swipe to dismiss events and dispatch onCancel events when
that occurs.

Dynamically add the webview_zygote's preloaded APK to the zygote FD whitelist.

This refactors the whitelist to be a class, rather than just a static C array.
The whitelist can then be augmented dynamically when the package path is known
in the webview_zygote.
