6ba0ef31e8 Start sensor service in a seperate thread 
StartSensorService is taking ~141.8ms on marlin to start
With this CL, StartSensor will be done in a seperate
thread so the SystemServer can continue booting

c28e6fcf94 Fix ScanResult array parceling. 
readParcelableArray() wasn't working as expected so I just parceled
the array myself.

Test: adb shell am instrument -e class android.net.RecommendationRequestTest  -w com.android.frameworks.coretests/android.support.test.runner.AndroidJUnitRunner
