Removed the POLICY_ALLOW_BACKGROUND_BATTERY_SAVE constant.
...
That constant was created back in 2014 in the intial Battery Saver
implementation, but it's not used anymore (since the power saving
whitelist is fetched from DeviceIdleController).
Test: m -j32 FrameworksCoreTests && adb install -r -g
${ANDROID_PRODUCT_OUT}/data/app/FrameworksCoreTests/FrameworksCoreTests.apk

Separate transaction direction for fragment transitions.
...
In preparation for optimizing fragment transactions, this
allows different directions for the fragment transactions being
executed during a transition. Currently, the add and pop
transactions are separated, but when later optimized, both
add and pop transactions will be run together.

Some existing apps treat drawable visibility notifications as a signal
to crossfade from a placeholder to the new image for the purposes of
scrolling onscreen via a recycling collection view or similar. Since
dispatchVisibilityAggregated is now called for window visibility
changes and ImageView informs its drawable of the visiblity change,
the extra call triggers a repeat fade-in in some existing apps when
you return them to visibility.
These apps should pay attention to the second parameter of
Drawable#setVisible, which signals that animations should not restart
in response to a visibility change. Updating to targetSdkVersion=24+
will enable the new behavior.

TextView - lazy GestureDetector creation for ClickableSpans

Moves the ClickableSpan GestureDetector creation into
TextView#onTouchEvent only on ACTION_DOWN if a ClickableSpan
was targeted. This allows constructing TextViews outside the
UI Thread.

This gives the implementation the flexibility to choose different
provider instances. Fallback to constructor if static initializer
factory method doesn't exist.
