well-defined and in one place.

Allows different menu icons on each side of a notification.

This change modifies NotificationMenuRow such that it is now able to
display a different set of icons depending on whether the user swipes
left or right.
No change is made to the current set of icons - all current icons are
still displayed on both sides - but this will enable a followup CL to
replace the buttons to the right of the notification with block and
silence buttons per the designs for the new interruption model.

Fix unnecessary warning log in applyOptionsLocked.

Since ANIM_NONE = 0 is not unknown animation type for ActivityOption,
add a switch case for ANIM_NONE to avoid falling print unknown type log.

Add three call log entries, ALL_SCREENING_COMPONENT_NAME, CALL_SCREENING_APP_NAME,
BLOCK_REASON, and call block reasons. Add new parameter to get the
package name and component name of the implementation of CallScreenService.java.
