Guard Trace.beginSection to avoid unnecessary StringBuilder usage, which
would result in GC garbage churn.
Also, convert sections to instants when that is more applicable. This
also guards against potential run-time crashes if the trace section
string is longer than 127 characters.
Finally, correct some tracing usage in try blocks.

This is an UnreleasedFlag which is only available in SysUI, so we
set it on Bubbles via BubblesManager which is part of SysUI.
Changes to support bubble bar will happen behind this flag.

These tests fail locally using Log.wtf prevents further tests
from running because it causes the test process to exit.
Also, @Ignore all of these tests as they still fail.

We only use parts of Context in the Content Capture manager and
main session, we don't need to cache context object which will
cause some memory issues.
This change will extract the necessary information to save it, instead
of caching the entire context object.
