This CL updates VCN instances to exit Safe Mode when they receive a
new VcnConfig. When a VCN exits Safe Mode, they will re-register a
request listener to receive all cached requests and start the
needed VcnGatewayConnections.

This CL updates VcnManagementService to notify VcnStatusCallbacks when a
VCN is started or stopped. VcnStatusCallbacks will also be notified for
config changes that cause a VCN to exit Safe Mode.

Modify lost RAM calculation to account unmapped ION buffers as part of
kernel memory and mapped ION buffers as PSS. Because mapped ION buffers
might be accounted in memtrack HAL's reported Graphics memory, we
need to replace it with the mapped dmabufs representing mapped ION
buffers.

* Since AOSP is in control of when IWlan allocates and releases the
pdu session id, it doesn't need to react to start handover and

DataConnectStats is now created from BatteryStatsService because
it actually receive necessaary signal and update to BSS. It's
better to move the class into a package that is more related
BSS, so update the package into com.android.server.am.
This commit also fixes some style issues.

This reverts commit 7f13ec417e.
Reason for revert:
1. The BUILD_VERSIONS.S is 1000, and thus it will prevent
the code from requiring new algorithms on devices whose
first sdk is 31 (e.g. cuttlefish), though these devices
should be treated as first launched with SDK S.
2. It will break #testValidationForAlgosAddedInS, because
the test code is using BUILD_VERSIONS.R to gate the test,
which is inconsistent with the implementation.
