This is moved to a separate class for to avoid code duplication
and improve testability by providing the ability to unit test
in isolation from SurfaceFlinger and without an active physical
display.

Inserts a preprocessing stage to screenshot request handling
to contain support for new features. This new branch is
guarded by the flag 'SCREENSHOT_REQUEST_PROCESSOR'.
To enable:
adb shell cmd statusbar flag 1300 on
No other functional changes should be observed.

This commit includes few minor cleanups in VPN for better readability
and maintainability. Specifically this commit:
- explicitly sets IPsec tunnel's underlying network when Child SA is
created
- nulls out ScheduledFuture when the task is finished or cancelled
- validates the IKE Session token before executing the scheduled
handleSessionLost call

When display is removing, we should explicitly remove the pointer
location view to ensure the client object would be released.

LocalDisplayAdapter.LocalDisplayDevice#updateDeviceInfoLocked
posts to display thread when receiving onOverlayChanged. So
the operation depends on it should run sequentially.
This partial relands commit 08a3049 to make sure that the display
info can include the latest cutout info after changing the cutout
overlay resources. The reconfigureDisplayLocked in previous commit
is not called in this change because that will require to fix
configuration calculation according to decor windows that provide
display config related insets.

Create a new helper class for logging.
Current messages being logged to Logcat won't be logged anymore, the
LogBuffer logs can be accessed by a dumpsys.
For debugging, LogBuffer can configured to echo to Logcat as well
using the following command:

adb shell settings put global systemui/buffer/KeyguardUpdateMonitorLog
<LogLevel>
```

only show body text.

- Auto uses the multi display and its Home uses TaskView, so it's not enough to peek the top Tasks to get the visibility of Home.
- Set the default number of tasks to retrieve as 10 to scan all visible tasks.
- Don't query PM to check if the task is Home, check the ActivityType instead.

Create a `NetworkCapabilities` repository (flow-based listener API) that
can replace any current network callback that exists inside of the
connectivity package. This is currently intended to be proof-of-concept
and can be patterned-after in order to fully flesh out the data model
for the connectivity icons.
