If an object A's finalizer calls Bitmap B's recycle() when B's
finalizer is already called, we will have trouble because the
native bitmap is already freed in the finalizer.

Cleaned up some typos and other small fixes in SMSDispatcher in
preparation for checking in my SMS bug fixes. This change doesn't
fix any bugs, but it shouldn't introduce any either.
- Removed unused import statements
- Removed unused private constants and fields
- Fixed typos in Java comments and private constants
- Added generic type parameter to mSTrackers ArrayList
- Removed unnecessary casts
- Fixed indentation of mResultReceiver in SMSDispatcher
- Removed call to get unused smsc in CDMA sendSMS()
- Changed "|=" to "=" in boolean assignment where the variable
was initialized to false (thus the two operators are equivalent)

Before this change, all framework assets would be decoded at drawing time
outside of zygote. This was forcing all apps to re-decode the assets and
zygote to keep an in-memory copy of each asset. This behavior is now
opt-in by setting the inPurgeable flag on BitmapFactory.Options.

The code now takes into account the time when the event was generated.
So with a 60Hz throttling rate, it ensures that a motion event will not
be delayed due to throttling by any more than 1/60th of second past
the time it was generated.

Moved functionality to parse string of sizes from getSupportedPictureSizes
to parseSizesList.
Added getSupportedPreviewSizes which returns a list of supported preview sizes.

Also added a struct 'Size' containing a width and a height field.
Modified parse_size to optionally set an end pointer pointing to the

Fixed regression introduced by change a54d7d3d7d in audioflinger mixer thread:
When the output stream is suspended, the sleep time between two writes must match the actual duration
of one output stream buffer otherwise the playback rate is not respected.

We see abort messages like this when using JavaPixelAllocator and JavaMemoryUsageReporter.

a typo prevented the last 2 vertices of a batch to be copied to the front of
the next batch. Instead, the 2 very first vertices were used.
