This change ensures that app data accounting works correctly within the
confines of in-kernel dataplanes, as used by platform VPNs and the VCN.
Notably, the VCN MUST NOT specify the IMSI, as that would lead to double
counting of the interface statistics.

On devices where the performance of ASYNC mode is similar to SYNC
mode on certain CPUs, OEMs may choose to configure the kernel to
prefer SYNC mode on those CPUs by writing the value "sync" to the
sysfs node: /sys/devices/system/cpu/cpu<N>/mte_tcf_preferred
The kernel will only respect the per-CPU preference if the user program
allows this by specifying the preferred mode as a member of a set of
allowed modes. Since only kernels with r.android.com/1754670 support
specifying multiple modes, fall back to trying to specify a single
mode if that doesn't work.

The server based RoR is time critical, and the secret has a life time
of 10 minutes by default. In one bug, we find the task scheduled by
RebootEscrowManager doesn't run until 13 minutes later. As a
precaution, hold the wake lock in RebootEscrowManager to make sure the
resume on reboot completes.

If someone setup a invalid subscription plan with
subId:INVALID_SUBSCRIPTION_ID. (For instance, test code).
It will cause NPE when WiFi connected because WiFi network doesn't own
subscriberId. (Happened on API call: buildTemplateCarrierMetered with
null subscriberId.)
Fix:
1. Add null check before calling buildTemplateCarrierMetered
2. Add invalid subId check before saving subscription plan.

This change fixes the potential for a networkAgent to be left dangling,
due to a situation where a VcnGatewayConnection shuts down, but fails to
unregister it's NetworkAgent.
The root cause was that the NetworkAgent was not unregistered when
moving to the DisconnectedState from the RetryTimeoutState, and the new
state assumed that there was no NetworkAgent, and thus failed to close
it when disconnecting.
Thus, this change ensures that the NetworkAgent is closed before moving
to the DisconnectedState. Additionally, it adds safety-checks to
onQuitting(), ensuring that if all else fails, these fields are cleaned
up.
Lastly, this change adds the specific gateway reference to facilitate
future debugging of issues such as this where there is potential for
duplicate networks, or gateway connections.
