Testing utilities want the ability to know whether things in the UI
are in flux and they need to wait before testing on-screen values.
These changes (a subset of what's needed, but will have to do for
a start) allow querying of ActivityTransitions and ProgressBar, two
common/difficult pieces in the puzzle.

This CL enables developers to specify axis values to the underlying
font collection. The specification of the font variation settings is
the same as the CSS font-variation-settings attribute in CSS working
draft as of 2016-11-30.
Code example: Here is an example to set width 100 and weight 1.5.

Lockdown VPN still needs this to start properly on devices without FBE,
such as phones upgraded from M. Without listening to USER_PRESENT the
first unlock of keystore may get missed, since USER_UNLOCKED is sent too
soon to be useful.

This changes the toggling behavior so that a quick double tap on
the Recents button still does the same thing as Alt-Tab, but if
the second tap is slow, we go back to the most recent task.

This patch defines 4 new constants in metrics_constants.proto
corresponding to the 4 network notifications shown by
NetworkNotificationManager.
Estimates for the average number of notifications:
- SIGN_IN: 3/day/device
- NO_INTERNET: 5/day/device
- LOST_INTERNET: 5/day/device
- NETWORK_SWITCH: 3/day/device (turned off right now)

With the previous CL [1], systemReady parameter in
InputMethodUtils.getDefaultEnabledImes() is guaranteed to be true.
Hence this CL removes that parameter. There should be no behavior change
in this CL.

As another preparation CL to work on Bug 7254002, this CL cleans up
miscellaneous minor coding style issues that do not cause any
user-visible problems.
- Add final keyboard to classes that are not intended to be extended.
- Add static keyboard to nested classes if possible.
- Fix a typo in log message.
- Remove a redundant synchronized keyword in method signature.
- Remove unused class fields.

Add 'bg-dexopt-job' command to 'adb shell cmd package' which will force
the background dexopt job to run the optimizations immediately.
Note that the command only runs the background optimizer logic. It may
overlap with the actual job but the job scheduler will not be able to
cancel it. It will also run even if the device is not in the idle
maintenance mode.

Add logic in DexManager to reconcile secondary dex records with the
actual files on disk. If secondary dex files are moved or removed then
DexManager will remove the generated oat files during the call to
reconcileSecondaryOdex() and update its internal state.
Add 'adb shell cmd package reconcile-secondary-dex packageName' which
will force DexManager to sync its data with the actual secondary dex
files.

`cmd package compile` command with '--secondary-dex' option which will
