d4c62b99d5 Add APIs to support call composer filtering 
Add APIs in callscreeningservice to allow the screening service to
specify which call composer attachments should be shown to the user.

5efe997539 Refactor CallScreeningService's internal structure 
Use a single AIDL method and perform logic in Telecom instead of slicing
up the call response on the client side.

Also pass through the call response to the connection service.

c60281bd21 Grant shell QUERY_USERS and MODIFY_QUIET_MODE 
Added a new permission QUERY_USERS, granted the
new permission and MODIFY_USERS to shell.
These permissions are required to enable CTS
tests to access the following APIs:
* UserManager#getUsers and any other API that depend on it
* UserManager#getProfileParent
* UserManager#requestQuietModeEnabled

Test: Confirmed that a CTS test can call these APIs

b0432c1fb5 Hook onUserUnlocked to verify no response packages 
Old v1 verification agents will not be boot aware, and thus cannot
begin boot time verification until the user unlocks their device. To
support them, this sends the broadcast once the user is unlocked and
decrypted credential storage is available.

The boot broadcast is maintained in case the verification agent is
somehow direct boot aware, allowing it to start verification as soon
as possible. It's expected that de-duplication and network response
caching by the verification agent will make this double send low
impact.

Test: manual boot device with no verified packages with a v1 verifier
