0209bf73ac Assign the bit calculation as long to prevent overflow 
The value should be assigned as a long to do the bit calculation
as the mNetworkCapabilities is intended to be a long. Otherwise,
the value will be temporary assigned into an integer then
assigned to the target long. When the bit shift calculation
is out of the integer scope, the calculation will overflow and
result in unexpected bebavior.

Without assigning to a long, ConnectivityServiceTest will get
Out-Of-Memory in StringBuilder while generating toString() in
NetworkCapabilities after updating tests to verify
NET_CAPABILITY_VSIM and NET_CAPABILITY_BIP.

5b3dd0e09b Do not hold PM or AM locks when calling hibernation API 
App hibernation calls into activity manager and package manager API. If
package manager calls into AppHibernationService while holding either
the activity manager lock or package manager locks, it can cause a
deadlock. To fix this, we ensure that app hibernation API is never
called with either lock, either by separating out the logic or putting
the app hibernation state mutation on a background thread.

80a35549c8 Updates magnification button after an accessibility action is performed 
To switch magnification mode, a user has to click the magnifcation
button UI. However magnification button UI is visible only when
there is an user touch interaction or the magnification shortcut
triggered event.
However some a11y services like switch-access or voice-access
can only interact with magnification UI by performing
accessibility actions. To make magnification button showing and
able to interact with a user, we also trigger updating
magnification button UI when an accessibility action is performed.
