There was a mistake in the code that was supposed to recover from the
initial time on a new device being bad until the real time ultimately
gets set, which was causing us to update the start clock time every time
there was a time change (instead of just when the original start time
appears bad).
Rework all of this, so we now count the start time as bad if it is more
than one year before the current time, only modifying it in that case.
Also when modifying it, adjust the time we set it to take in to account
how much realtime has actually elapsed so far in the battery stats.

We weren't correctly handling the root view of the window --
we were just pushing it on to the stack, but that means it got
written at the end. Instead, we now immediately write it
after the window and let things follow from there.

Keep track of whether a permission that has been declared by an app
was able to actually be installed in the system, along with an API
to find this information so that system UI can tell whether that
permission is of interest.
Also clean up some of the permission debug output.

Previously we tried to read /d/wakeup_sources to gather kernel wakelock data. If that
fails we used the older sys file /proc/wakelocks.
N7 has both /proc/wakelocks and /d/wakeup_sources, but /proc/wakelocks
has the actual data we need. All other devices are using /d/wakeup_sources, so
only N7 experienced a loss of kernel wakelock data.

- Add onFingerprintAcquired, so Keyguard can grab a wakelock to prevent
the device from sleeping.
- If we get a successful fingerprint, wake the device up, immediately
dismiss the keyguard and tell PWM that we kicked off our frame that
will represent the correct state.
- PWM then waits for this frame to be drawn, and then turns on the
screen, which results in unlocking directly to the previsouly
opened app.

The existing implementation of handleText() in TextLine laid out
text to the end of the context. However, in cases where the text is
broken into multiple style spans, it's only valid to lay out up to
the end of the style span. This can lead to inconsistent
measurements, especially in the presence of legitimate zero-width
characters such as bidi control characters and zero width space.
This patch changes the invocation of getRunAdvance to measure only
within the style span.

Add Request.isActive() API. Also improve documentation to tell
people what things cause it to become inactive. And fix a race
where we were modifying the active list from outside the main
thread without locking it.

Some views are backed by adapter and if the adapter changed
but views are not updated we were not reporting the views.
This is not correct as the accessibility layer should always
access whatever is on the screen regardless if we know it
will change in the next layout pass.

Added new API to find out what contextual data has been globally disabled.
Also updated various documentation to make it clear what kind of contextual
data you will get (and when it will be null).
Also added a new Activity.showAssist() API because... well, I was already
in there, it was easy to do, it is safe, and maybe people will build cool
things with it.

Expose OP_STR strings that describes the ops for WRITE_SETTINGS and
SYSTEM_ALERT_WINDOW permissions such that apps can query AppOpsManager
whether this capability is turned on or off by the user.
