startTethering with type is deprecated way and may not be exposed in
TetheringManager. The usage should be replaced by startTethering with
TetheringRequest.

This CL adds a setIncludeTestInterfaces method to EthernetManager
that, when called, causes the Ethernet service to recognize and
manage test interfaces created by TestNetworkManager.

Removes the lowering of standards applied for tz detection on
uninitialized devices. Before this change, the device would accept any
telephony tz suggestion, which could include lower-quality answers; i.e.
those where the zone was chosen based on a country's default zone, even
when there are multiple different zones to choose from.
Unfortunately, the stock device setup wizard assumes any time zone
change made while it is running is a high quality answer and so it then
doesn't ask the user to confirm the choice. Without an API it has no way
of telling whether the time zone chosen was a high or low quality
answer. This should eventually be resolved with improved system APIs.

Below APIs is moved from system-current to module-lib-current that only
plafrom code(e.g. ConnectivityManager and Settings) can use them.

Only platform code can use them because interfaces by regular
expressions are a mechanism which is planning to be deprecated.
Also rename some constants for easier to understand.

CONNECTIVITY_ACTION_SUPL is marked as a "temporary hack" and has
never been public. Remove this intent definition since no one is
receiving this intent and should use network callback to know the
connection change.

Application can specify static ipv4 server and client address to setup
tethering and this is one shot configuration. Tethering service would
not save the configuration and the configuration would be reset when
tethering stop or start failure.
When startTethering callback fired, it just mean tethering is requested
successful. Therefore, callers may call startTethering again if
startTethering successful but do not receive following tethering active
notification for a while. Tethering service never actually does anything
synchronously when startTethering is called:
-startProvisioningIfNeeded just posts a message to the handler thread.
-enableTetheringInternal doesn't do anything synchronously, it just
asks the downstreams to get their interfaces ready and waits for
callbacks.
If tethering is already enabled with a different request,
tethering would be disabled and re-enabled.
