Remove onBeforeNotificationAdded call

By moving where appOps of notifications gets set
When appOps change:
StatusBar detects appOp change and propogates change to
ForegroundServiceController which stores appOp change
(in case notification hasn't been added yet).
This controller will also update the appOps of the relevant
pending/visible notification
When a notification is added/updated:
ForegroundServiceNotificationListener updates the
relevant notification's appOps

On demand label loading and async alphabetical sorting.

Refactor the loading of target labels. Make them on demand and
asynchronously. Also, use AsyncTask to update and sort alphabetical
list.

Test: Passed all unit tests in ChooserActivityTest. Passed most
ResolverActvitiy unit tests after modification in another CL under same
topic, except setMaxHeight and setShowAtTopToTrue.

Check for null receiver in biometric AuthController
...
We've witnessed at least one crash due to mReceiver being null while
trying to handle callbacks such as onTryAgainPressed in AuthController
(formerly BiometricDialogImpl). In these cases, not running the callback
is likely better than crashing, so this commit adds null-checks where
they're currently missing. It also adds unit test cases to exercise the
new logic.
