Cherry pick: docs: Edited "Features Reference" section in

"<uses-feature>" page.
The "Features Reference" section now lists all hardware and software
features that apps can use on devices running Marshmallow, and some
existing features now have more descriptive examples.
Converted the tables listing hardware and software features to h4
elements and definition lists to make the page more reader-friendly,
particularly on handheld devices.

Adds minisite at docs/html/work. Adds landing page and
Android for Work specific guides. Moves docs from
training/enterprise and add redirects. Update resource

We'd already noted this in the "new in Android 5.0" page but we
hadn't moved this into the base "permissions" pages. Added it, with
some usage recommendations from the bug.
Also fixed some formatting while I had the files open.

docs: Renaming /go/ top-level directory to /topic/
...
Per discussion with JF and DD, the new holding pen for not-quite-
top-level topics will be a "/topic/" directory, not "/go/". (Currently
the only thing living there is the new "libraries" section.)
Updating redirects and TOCs accordingly. See first comment for
doc stage location.

The /tools/ top-level directory is going away when we move to devsite
(and the Android Studio docs get their own home) so I'm moving the
non-AS docs out of there. Also adding redirects (and fixing redirects
that pointed to the old locations).
For the time being, I'm also adding these libraries in to the
"API Guides" TOC, just so they're discoverable from somewhere; I'm
expecting this to change post-redesign.
