Do not hold the referecne of font config, fallback map and typeface map

5f47bc6ba1 Revert "[pm/incremental] start monitoring progress on storage creation" 
This reverts commit 31fa0fc9c1.

Reason for revert: Play data loader doesn't write data to incfs during "Downloading...", so we shouldn't use incfs progress to replace install progress. Reverting this, so that Launcher will display the install progress ring during "Downloading..." using the progress reported from Phonesky.

c96cb5e212 Add config config_voice_data_sms_auto_fallback 
Add config "config_voice_data_sms_auto_fallback", when this
config enabled, Voice/Data/SMS preference would be auto selected
without user confirmation in various SIM hot-swap, disable/enable cases.

485b5c37a3 Move screen off adjustment delay to JobConcurrencyManager. 
First step in refactoring the concurrency code. Moving this constant
over to JCM since it's a small unit that won't be changed and it's only
used by JCM.
