Current implementation only returns the Volumes for the current user.
In case of Cloned user this causes issues as Cloned user uses Media
Provider of User 0, thereby returning only Volume 0, causing problems in
assigning projectIds, and affecting storage calculation.
The projectId assignement happens via
MediaProvider.updateExternalStorageFileQuota.

The carrier config key was introduced in Oreo release without
an implementation. It has no behavior impact when carriers
override this carrier config, mismatching what it was delared
in its documentation.
This CC key should be cleared up, not only to keep a healthy
public API surface, but also avoid confusing carriers who
may try to override the CC key to expect a behavior change.

This API can be used from calls outside applications to create a virtual
display for mirroring. The permission checks in system server are still
in place so the caller must have CAPTURE_VIDEO_OUTPUT permission. This
class is intented to be used by systems that to stream device content,
but not from an application. In most cases, this will be called from
Shell or a system application.

IME developers have no strong reason to override
InputMethodImpl and InputMethodSessionImpl methods.

DreamManager#startDream has been updated on QPR and master which removes
the unnecessary component name parameter, but it breaks TM CTS tests.
The interim api added in this change will prevent breakage on TM, and
should not be merged downstream.

In case seeing the unexpected fallback keyboard layout when focusing to
the window without an editor from the app has shown the IME.
Note that this behaviour change affects when the IME focus switching to
the next window with following configurations from an IME shown window:
1) SOFT_INPUT_STATE_UNCHANGED state without an editor
2) SOFT_INPUT_STATE_VISIBLE state without an editor
3) SOFT_INPUT_STATE_ALWAYS_VISIBLE state without an editor
Also, we guarded this platform behavior with DeviceConfig platform flag
in input method manager namespace.

ImageReader/ImageWriter object.
- Internally, we should deal with HardwareBuffer.BLOB format according
to surface's dataSpace. Directly passing BLOB format to
getEstimatedNativeAllocBytes function will throw exception because
BLOB format is not handled inside. Instead, use their corresponding
imageFormat to avoid such failure in this case.

There will be an extension function in the AndroidX version
of this API with the name 'iterator'. Callers of that API
should get the extension version instead, but Kotlin defers
to the actual implementation if it exists. Changing the method
name here (and removing the new implementation of the
Iterable interface) to avoid that collision.
