bc8317cef1 Update BackupEligibilityRules 
1. Remove unused appIgnoresIncludeExcludeRules() and associated tests
2. Remove logic for enforcing full backup for apps with k/v agents and
   associated tests
3. Only ignore allowBackup for non-system apps in D2D and guard the
   behavior by target SDK

dd4780eba1 Add basic functionality of MR2Manager in MR2 
As a first step of adding MR2Manager functionality in MR2,
this CL makes MR2 able to:
 - get routes for specific package
 - make transfer / stop

For now, the future system APIs are not marked as @SystemApi yet.
They will be opened with adding CTS tests,
once the implementation is complete.

Bug: 181122201
Test: Manually tested transfer/stop using Support7Demos.
      Test code will be added when MR2Manager's callback functionality
      is implemented.

70c9d936d9 Cap resolution for pre-S apps on TV at 1080p 
On Android TV applications that target pre-S SDK are not expecting to
receive a Window larger than 1080p.
To avoid this from happening this CL overrides compatibility scaling for
applications that target a pre-S SDK on ATV devices that have larger than
1080p screen, so that the applications would still need to draw to a
1080p Surface.

8846e4d089 New activity launch mode - singleInstancePerTask 
Adding a new activity launch mode `singleInstancePerTask` which
is similar to singleTask that the activity is single instance and
can only be created in task root, but still allowed to be created
in multiple documents or tasks.

Also adding meta-data support of apps that targeting on previous SDK.

11598e8243 Starting window performance tuning.(8/N) 
Create splashscreen thread with priority -10 in shell for starting
window controller, the definition is moved from
AMS#TOP_APP_PRIORITY_BOOST to Process#THREAD_PRIORITY_TOP_APP_BOOST.

Create and set SplashScreenView object on the starting window after the
first simple view on the starting window drawn, in this way the
transition can be prepare early than wait the actually view was draw,
which can save some time.
