013218549a Fix bug report user consent dialog on top of settings screen 
SYSTEM_APPLICATION_OVERLAY permission is needed to mark an overlay
trusted, trusted overlay can only be shown on top of settings screen.
Adding this permission to permission controller for showing user
consent dialog in bug report flow (i.e. user is on settings screen,
when bug report is launched).

Fix: 184663722
Test: atest PermissionPolicyTest & manual test for the dialog validation

cb5b5a93ee Create a ViewBoundAnimator to animate view layout updates. 
Includes the ability of animating a single upcoming layout or all
following layouts until the animator is detached.

f9e74f5fce Add fallback media layout for notification actions 
Adds more button slots which are dynamically shown depending on which actions
are supported for the app's media.

When PlaybackState actions are available, the large play/pause button
will appear, along with prev/next on either side of the progress bar.
When Notification actions are used, those buttons will be hidden and up
to 5 actions will be shown to the right of the progress bar instead.

Also refactored view holder classes and test since both templates have 5
generic action buttons now.

38bf41b7a7 [Provider Model] Fix WiFi reconfiguration issue 
- Need to set connectForCaller to be true when WiFi is reconfigured.

- Use a share function to create the internt to avoid different design.
