We check previous set procstate and the current procstate in the
UidRecord to see if the app's network access state is going to be
changed and so it needs to be done before we change the setProcstate
in the UidRecord.

Add the ability to configure NTP port for tests via the command line and
the associated plumbing / knock-ons.
In-progress CTS tests will run a fake NTP server on the device itself.
Binding to NTP's default port of 123 is restricted. Therefore, we need
to be able to override the port for tests.
adb shell cmd network_time_update_service set_server_config --port 9999
adb shell dumpsys network_time_update_service
<observe port value>
adb shell cmd network_time_update_service force_refresh
<observe false>
adb shell cmd network_time_update_service set_server_config
adb shell dumpsys network_time_update_service

This change addresses API review feedback. In addition, it changes the
returned result from Network to the interface name. The current API
returning a Network object is racy and cannot be implemented correctly.
Users should instead use the ConnectivityManager#requestNetwork() API to
get hold of the Network for a given interface.

Devices that launched with Android 10 or later require FBE (File Based
Encryption) from the beginning, so there's no need to support converting
to FBE after the fact anymore. This was only ever a developer option,
so it probably wasn't used much. And in any case, it's not used
anymore, as isConvertibleToFBE() is hard-coded to return false. Besides
the fact that FBE has been required for several releases now, this
functionality was only ever available on devices that use FDE (Full Disk
Encryption), but FDE support has been removed from Android.
Therefore, remove this unused code.

This is not currently used by anyone, but will allow us to only update
NetworkCapabilities in the future. This could be useful for testing.
