e0876efb83 PeopleSpaceWidgetManager: log exceptions 
For future debugging, log the full exceptions when things fail, instead
of just the name of the exception.

5a608433a3 Update LockSettingsCmd's showUsage method to defer to calling 
"locksettings help".

This removes the duplication and also fixes the
current behavior showing the incorrect documentation for "locksettings
verify" which does *not* log in the user.

Test: adb shell locksettings
Test: adb shell locksettings clear --old 0000 (to verify other commands
still work)

728943fd3d Don't give RESTRICTED jobs temp allowlist exemption. 
Decoupling high priority cloud messages from standby buckets means
that it's now possible for WORKING_SET, RARE, and RESTRICTED apps
to send a large number of (or frequent) messages to the device.
High priority cloud messages often end up putting the app on the
temp allowlist. Since we give free EJ execution to apps on the
temp allowlist, this creates an avenue for apps to essentially get
unlimited/free EJ execution. Apps are intended to only be in the
RESTRICTED bucket for egregious cases, so it makes sense to not
give them free/unlimited EJ execution.

9d77aef642 Handle CancellationException in BackupTransportClient 
Logic added in ag/16968183 can produce a CancellationException which is
not currently caught, resulting in system server crashes (see attached
bug). Catch the exception and update tests accordingly.

eb6da9d0fa InputManagerService: Refactor native methods to be testable 
We move the native methods of InputManagerService to a separate class
and interface, which allows it to be mocked for unit testing.

We also add an Injector class to allow for test depenedency injection.

eab42d9fe0 Document a section of code 
Document a section of code that prevents an NTP-related CTS test working
if the device is not connected to Wifi. The reason the code exists took
a little bit of research, so here it is.
