2be49c9be9 Add new floating action menu for Accessibility targets. (1/n) 
Goals:
- Trigger actions of accessibility features would be grouped into the floating menu.

Patch action:
1. Use current Accessibility Target functions to get the corresponding data.
2. The position of the floating menu is at the bottom-right corner of the screen initially.
3. Support dark theme.

5d39ba6eb8 DeviceControlsTile deals with AVAILABLE_AFTER_UNLOCK 
In this case, the tile shows INACTIVE with a message indicating that the
device is locked and doesn't open the dialog on click

868e770b82 Update the bouncer to be able to move to either side of a wide screen. 
I'd like to test other things (like tap makes the IME move), but to do
that means replacing the mock with a proper fake. That can come later,
but this at least tests that the flagging works correctly.

The changes between this and
commit cae34b8e22 is the bouncer height is
now measured using wrap_content, so the placement can be controlled
properly by the outer View (as the position of the bouncer changes
depending on the size of the screen).

This reverts commit cae34b8e22.

- Don't send overscroll from notifications to quicksettings
- Allow notifications to be scrollable even when quicksettings expanded

c38d1b4b3a Enable easier burn in testing 
- postInvalidate on the UdfpsAnimationView instead of its parent so that
it will appropriately re-draw on AoD for burn-in
- enable a way for all burn-in elements to update location based on time
changes
- update burn in offset for udfps so it moves 21 px left/right/up/down
