cb49d47bc6 Fix touchexploration multi-finger gesture conflict 
WindowMagnificationGestureHandler has higher priority to address
motion events. When the user put two fingers down on the screen,
magnification gesture detector will intercept all motion events.
It ends up the user couldn't perform any multi-finger gestures.

To fix it, we make magnification gesture detection more accurate:
1. swiping gesture sucesses only with one finger.
2. Regarding two-finger gesture, only swipe or stay on the screen
over a duration will be recognized.

Test: manually test: enable Talback and perform 3-finger swipe gesture
      atest com.android.server.accessibility.magnification

6365120378 Add default selectRootForWindow function for target root id 
When window has options to specify the target root id, by default it
should be attach to the target root.

Also cleanup some documentation.

2be49c9be9 Add new floating action menu for Accessibility targets. (1/n) 
Goals:
- Trigger actions of accessibility features would be grouped into the floating menu.

Patch action:
1. Use current Accessibility Target functions to get the corresponding data.
2. The position of the floating menu is at the bottom-right corner of the screen initially.
3. Support dark theme.

6831749cb4 Allow EJs to obtain new network capability. 
- Introduce new oom_adj score to be used for EJs so that they won't
  be killed before normal jobs but before any FGS. Also, add a new
  bind flag to instruct the OomAdjuster about when to use this
  new oom_adj score.
- Unlike other capabilities, any app (regardless of it's proc_state)
  with network capability will be able to transfer it's capability
  to other app by binding to it.
