d51fd91fbc When a dex file is loaded with different contexts, dexopt with "verify". 
vdex files can now be used independently of class loader contexts.

6a97b0686c Add measurement for dex size. 
The memory issue is due to the use of regex. Remove that and
add a simple util method to check classes dex.

4a12466678 Change the const for the unreachable network 
Changing the const used for the unreachable network for per-app
functionality for those apps whose traffic for the default network we
wish to lose connectivity as dictated by per app network preferences.
This is being done as per changes in https://r.android.com/1643182.

9a218febc2 Notify CellLocation whenever ACTION_USER_SWITCHED 
Notify device's cell location when ACTION_USER_SWITCHED even though no
changes.
And 1st arg of notifyCellLocationForSubscriber() shall be subId instead.

f5c654654d Remove custom annotation libs 
Various modules were previously creating their own annotation libs
as some appeared to be missing from framework-annotations-lib. Add the
missing ones instead (they all have SOURCE retention), and delete the
custom ones.
