2625245f54 Enable interacting with caption through status bar. 
Adds logic to allow a drag down gesture to enter desktop mode from a
fullscreen task. This prevents status bar from opening notification
shade if the input is on handle. Also enables interacting with caption
menu buttons.

Bug: 247551213
Test: Drag handle in fullscreen task to enter desktop mode. Confirm
handle/caption menu buttons work through status bar. Confirm no
other caption functionality is affected.

Show a toast message to hint users when the dropping app not supporting
multiple instances split.

Bug: 258822425
Test: drag and drop the same app to enter split screen shows a proper
      toast message.

15f43b5399 Make multi-instances split opt-in based 
Split screen was by default launching multi-instnaces if users launch
the same component into both sides of the split. This limited the
behavior to packages declaired in
config_componentsSupportMultiInstancesSplit.

dde7e758e8 Add handle menu to bar type window caption. 
Adds a menu on clicking handle that will enable windowing changes. Still
to implement for this prototype: More button, Split Screen button,
Overtop/Float button.

Bug: 239960071
Test: Launch various tasks, confirm handle menu appears, drag
functionality is unaffected.

8275328013 Add a config to disable registering Shell Transitions in dagger 
This is needed for android-auto where shell is actually in launcher
vs systemui.

Also have TaskViewTransitions use this information instead of checking
the flag so that it doesn't do anything in the process where it isn't
registered.

bd839dbdd1 Add bar type window caption. 
This is the first CL towards implementing the bar type caption which
will have a back button, a handle, and a close button. The caption will
also disappear when the attached task is not in focus.
Still to be implemented:
1: Windowing options appearing on handle click
2: Drag down in fullscreen to enter desktop mode
3: Caption display via hovering when cursor available

Bug: 239960071
Test: Manual: confirm new caption displays with the correct buttons/layout.
Confirm buttons work and focus change works with multiple tasks.
Test: Atest WindowDecorationTests
