298da246f0 Do not skip onMovementBoundsChanged if already in PiP 
If the Task is already in PiP mode and fixed rotation is happening, we
still need the onMovementBoundsChanged callback to go through in
PipTaskOrganizer.

Note that there seems to be an existing bug that Launcher shelf height
is ignored with the following steps
- Enter PiP and open another app to fullscreen
- Rotate screen and swipe the other app to home

f474057626 Fix task-organizer + shell transit interractions during tests 
During tests, task-organizers sometimes get registered/unregistered
overtop the shell task-organizer. This can race with transition
animations (most common during teardown where the instrumentation
isn't waiting for anything and doesn't know what the test was
doing).

To remedy this, add a waiting mechanism to transition controller so
that these operations (like register/unregister) won't run during
transition animations. This is designed to have basically 0 impact
on normal usage.

Also, because chanhing organizers goes through a "migrateSurface"
flow, it can also mix-up unfavorably with transitions (esp. in cases
where Shell uses transitions to handle visibility). For this one
case, we manually "show" task surfaces after they've been migrated
even for organized tasks. This simulates the desired effect that
register/unregister shouldn't alter the system state.

6173c26649 Some fixes to shell transitions lifecycle handling 
Added a remote transitionfilter for container ordering. This way
launcher animation won't engage if it is appearing behind a
translucent task.

Modify commitVisibility to properly update client visibility
when shell transitions are enabled.

Fixed issue where activity start was deferring sync-engine
readiness even for "delivered-to-top" or cancelled activity
starts. This meant it would wait forever.

Hooked up the "enter animation complete" reporting to shell
transitions.

Removed interference by legacy freeform/maximize animation
logic (which was calling setReady at incorrect times).
