The Font/FontFamily classes use private API calls in native
code to get the contents of an Asset. These calls need to
be made on public APIs in order to isolate the graphics module
from the rest of the system. Public Java APIs already exist so
this CL refactors the code to use those methods.

- Currently enableFullTracking has a toggle in Developer Option.
This change adds a system API for the same functionality.
- If at least one of <enableFullTracking in Developer Option> and
<enableFullTracking from the system API> is true, full tracking is
enabled when registering a GnssMeasurement callback.
- For multiple GnssMeasurement callbacks, full tracking is enabled
if *at least* one callback has fullTracking enabled. Removing a callback
might trigger restarting the measurement collection if the aggregated
requirement has changed.

Clang's static analyzer is flagging uninitialized struct fields that
we're passing around. In particular, it's not happy that we pass this
partially-initialized struct to a pure-virtual method. I tend to agree
that this may cause issues.
Assuming zero-init gives us reasonable values for all of:
IncFsNewFileParams{}.verification.rootHash
IncFsNewFileParams{}.verification.additionalData
IncFsNewFileParams{}.verification.signature

Test: A special build that puts the PropertyInvalidatedCache in
verification mode was loaded on the device. Then one iteration of MPTS
was executed. No cache inconsistencies were found and no SELinux
violations (associated with the binder cache) were found. The number of
cache misses was approximately 15% of the total binder calls. A second
test was run in which bluetooth headphones were connected and
disconnected. Then bluetooth itself was disabled and then enabled. The
caches were invalidated as expected and no errors were uncovered.

BioetricPrompt was incorrectly using BiometricService directly. After
adding a few minor modifications, BiometricPrompt correctly goes through
AuthService.
Test: Verified that BiometricPromptDemo apk is able to authenticate.

authenticatoins.

And added the info.setText() part in onInitializeAccessibilityNodeInfo()
in QSTileBaseView.java so that related tests are not broken.

and android.platform.test.scenario.sysui.statusbar.NotificationIconOverflow#testNotificationOverFlow
