- Create obb directories for packages when zygote starts.
- During zygote fork, bind all visible obb package directories
for an app.
- If app data isolation is not enabled for that process, bind
mount the whole obb directory instead.

Networks are torn down if they don't satisfy requests but only if
they are found unable to ever do so. This is important because
general-purpose networks typically turn up unvalidated, which
means they would get torn down immediately in the presence of
some worse network that is already validated.
Note that functionally it's the same as before for the existing
scores, except that
• An exiting network that doesn't satisfy any request is always
torn down immediately – this is WAI
• An unmetered network is never torn down when compared to a
metered network – this is a bugfix (previously the platform
would tear down an unmetered cellular on grounds that it
could not beat the performance of a metered Ethernet, but
that's wrong ; the bug was never realized because Android
always thinks Ethernet is unmetered)
• An unvalidated network will not be torn down if the current
satisfier is also unvalidated, even if the satisfier is much
faster. This is the reason for the change in the test. It's
wrong to tear down in this case because even if much slower
the slower network should win if it validates and the other
doesn't.

Use IpNeighborMonitor to listen for ND cache events on the
downstream interface, and push downstream IPv6 fowarding rules
to netd.
Rules are pushed when:
- IPv6 neighbours appear/disappear on the downstream interface.
- The upstream changes.

This is a temporary hack to workaround the inability of current
kernel's ebpf bpf_skb_change_mode() function to prefix a 14-byte
ethernet header on to a packet without going over the upstream
(source, rawip) interface's mtu *before* we bpf_redirect() to
the downstream (destination, ethernet) interface.

Migrate to use publishers apis and deprecate consumer apis that are in
use, remove consumer api not in use. Default apis to provide a smooth

If the admin has turned on always-on VPN, do not allow the user
to modify it. In order to distinguish between a user-initiated
always-on request and an admin-initiated one, DevicePolicyManager
needs to track what the admin has set, and provide getter to be
consumed by Settings code.

Add support for home and recents animations using the fixed
orientation transform.
When the recent animation is started, the target ActivityRecord is
