Icons will show up on aod, status bar and expanded view. Icons are
currently updated on notification redaction.
We attempt to retreive people icons across a number of sources (in order
of priority):
1. ShortcutManager
2. Notification.getLargeIcon
3. Person.getIcon() from MESSAGE_EXTRAS
4. Notification.getSmallIcon (fallback if everythign fails fails)
Icons are cached when they the notification is an important conversation
and is sensitive

- Mute all notification usages when DND is on
- Allow packages android and systemui to break through DND so they can
continue to vibrate and play sound (respectively) for exceptions

even if the corresponding the blob doesn't have a expiry date associated

The wallpaper should be rotated if its target WindowState is rotated.
The fixed rotation is applied to the WallpaperWindowToken and
the offsets are computed using the overriden DisplayInfo contained in
the WindowToken.ForcedRotationState.

* The bundle will be generated/consumed by the support library.

UserspaceRebootLogger class is introduced to encapsulate (tiny) state
machine for logging of userspace reboot.
So far state is stored in a persistent property, but that can be changed
in the future.
Unit tests will be added in a follow-up CL.

The flag was not being set after dismissing the keyguard, now it's
updated right after the keyguard is gone.
I also used the opportunity to remove Dependency and fix a new
dump regression.

Moves all system state out of AndroidPackage and into
PackageStateUnserialized, which lives inside a PackageSetting.
This makes AndroidPackage effectively immutable after it exits
the scan/install process.
Specifically, moves isUpdatedSystemApp, isHiddenUntilInstalled,
seInfoOverride, cpuAbiOverride, PackageUsage,
and sharedLibraryFiles/Infos.
