There's some weird state where if persist.sys.usb.config=none,adb, then
adbd won't get started. Give back adbd start permissions to
UsbDeviceManager to see if that fixes the issue.

ImageWallpaperTest was creating an Engine that was run on the main
thread. Instead, pass a mocked handler to the Engine so that the main
thread isn't unnecessarily doing work in a test which may cause other
tests to fail.

There might having windowless dream service like doze dream which won't
hava attached activity, so call finish() directly in onWakeUp() since
finish() itself deals with finishAndRemoveTask() as well.

Idmap Scan previously called Verify before calling Create. OverlayConfig
should do the same. Removing the verify call caused b/149784008.
Since sSystem is marked @UnsupportedAppUsage,
createSystemAssetsInZygoteLocked could potentially be invoked in the
system server. Rather than attempting to create the overlays a second
time, first check whether the idmap must be invalidated.

Fixes a bug in the scripts which prevented true cold starts from
happening (it was force-stopping the activity after the dropcaches).
Also adds -rfd/--reportfullydrawn to make rfd parsing optional since
most apps don't have it.

Implementing an alternative to sending broadcast with @hide flag
FLAG_RECEIVER_INCLUDE_BACKGROUND. Instead of using the flag, find the
list of registered broadcast receivers and send them directed broadcasts
to wake them up.
This follows the logic in ag/10055770

of the constructor of ResourcesKey, which is marked

This method was made into a SystemApi for R since
Telephony was going mainline. The Telephony team
has a more robust solution as other similar APIs were
needed. Since we are not going mainline, it makes
the most sense to wait for full solution.
