To update locale, it doesn't need a full configuration because
system only applied the diff of config from non-undefined fields.
IActivityManager#getConfiguration actually gets the configuration
according to the pid, which is process configuration. And process
configuration can be overridden by the activity running in its
process. So the returned value shouldn't be used to update the
system persistent configuration.
Therefore it is enough to use a new Configuration instance with
setting the necessary fields. This is also more efficient that
saves a binder call to system.

The Javadoc specification doesn't actually define a {@more}
tag. The Java-reference engine interpreted it as a paragraph
break, but the Kotlin doc engine (more properly) passed the
tag through verbatim.
Replaced it with a <p> to make it a paragraph break in both
languages.

Separate the logic between notification slider and ring slider in
setting through new logic in SeekBarVolumizer when ring is not aliased
with notification in config.xml.
Start the notif/ring separation code but hide it in the new SysUI volume dialog.

(1) With ring/notif alias set to false, in the Sound Settings, drag ring volume to zero. Verify notification volume snaps to zero as well. Then drag the notification volume out of zero. Verify that notification volume is stable at the new value and does not wrongly snap back to zero.
(2) With the alias set to false, drag media volume to zero, midpoint, and max. Verify the slider control is stable, and that the audio level corresponds relative to the level on UI.
(3) Repeat test 2 with the alias set to true.

Adding identification for process starts when the trigger was a
push_message.
When the push_message was over quota it may be deferred, but counting it
separately is still useful, as it could still cause cold process starts.
Test: Manual:
Run `./out/host/linux-x86/bin/statsd_testdrive 169`
Then use a sample app to send it an FCM message when it is not running.

During navigateUpTo, it will first resolve the activity before creating
the ActivityStarter. This bypasses the explicit intent filter
enforcement introduced in T, exposing a security flaw that allows
non-matching intents to be delivered to components.

Adds documentation mentioning that full screen intent requires
not just calling setFullScreenIntent, but also posting the
notification to a channel with importance set to IMPORTANCE_HIGH.
This is currently checked by NotificationInterruptStateProviderImpl,
in shouldLaunchFullScreenIntentWhenAdded.

Refactor the sCorkLock into sCorkLock, which protects code that
specifically supports corking, and sGlobalLock, which protects all
other code that touches global objects (like the list of all caches).
Deadlock was not actually observed in the bug and has never been
reported, but the possibility was identified and is being fixed here.
Bypass the bulk of disableLocal(name) if the name has already been
bypassed. This speeds repeated calls to disableLocal() by not
iterating over sCaches.
Many threads were terminated by a watchdog while iterating over
sCaches inside disableLocal(). It is not known why this block of code
was running so often when the time out expired.
An open question is whether or not disabled caches should be removed
from the sCaches array. The only reason to leave them in the array is
to report on them during dumpsys, but this seems like a small benefit

DreamManager#startDream has been updated on QPR and master which removes
the unnecessary component name parameter, but it breaks TM CTS tests.
The interim api added in this change will prevent breakage on TM, and
should not be merged downstream.
