Before, when the organizer binder died, it will trigger TaskFragment
removal that can cause surface placement. Now, we make sure to cleanup
all pending events before removing organized TaskFragments.

Before, we only send TaskFragment info event to the client side when the
Task is visible, which may result some TaskFragments stuck in an
intermediate state. Now, we also send the info event to the client if
the app owns any visible Task, and let the client organizer to determine
if it wants to update the TaskFragments.

Dismisses the dialog in the phone user switcher when an action is
selected. This will dismiss the dialog when adding a user, adding a
supervised user, and going to manage users settings.

and observed that the dialog has disappeared. I switched users and

This CL keeps the pattern of "MobileIcons/MobileIcon" to distinguish 2
layers of MobileConnection repositories here:
`MobileConnectionsRepository` and `MobileConnectionRepository`. This
allows us to use ad-hoc repository classes to track state from
`TelephonyManager` objects created using
`TelephonyManager#createForSubscriptionId`.
The intention now is that the top-level repository will track and cache
the child repos as needed, and remove its cache when the subscription
list changes such that they no longer track valid subIds. Downstream
observers will still have to be cleaned up via the UiAdapter, which will
close the observed data streams.

This CL adds the ability to map from network type to icon used to
display the RAT indicator (LTE, 3G, etc.). This process starts by
consuming TelephonyDisplayInfo and using the SettingsLib
MobileMappings.java utilities to map all of the telephony Network Types
to TelephonyIcons.java.
1. Add an injectable MobileMappings proxy
2. Add support for generating the MobileMappings.Config class under the
same conditions that NetworkController does.
3. Thread all of the mobile mappings to the MobileIconGroup in
MobileIconViewModel
4. A bunch of tests
