bb0f290077 [DO NOT MERGE] Smartspace - Don't connect until setup 
SmartspaceService attempts to cache connections until the proper
remote service comes online. However, this cache can be cleared,
dropping any prior connections without informing them. This leaves
smartspace in a state where it will never be updated until after
reboot, and happens after SUW most prominently.

Delay connecting until the device is provisioned and the user is
completely setup to avoid this early connection issue.

c5024fc2b4 Not removing primary TaskFragment when clear task 
Placeholder activity was finished while starting the
task root activity from launcher because the task
root activity was set as singleTask launch mode.
Meanwhile, the primary TaskFragment was also removed
because of the split-rule finishPrimaryWithSecondary.

Sending the information of whether the last activity
on the TaskFragment was finished due to launch other
activity to client. So that the organizer can decide
whether the primary TaskFragment should removed.

7eb652d41d Remove redundant sending app visibility 
The super.setClientVisible has the same log and invocation.
This reduces unnecessary IPC to client app.

5d00ad6e13 Add API to inform the system a drag is initiated by an 
A11yAction#ACTION_DRAG_START.

This allows the system to run a11y-specific code
and still accept drags via touch events when a11y is
enabled.

2fbcfd327b [RESTRICT AUTOMERGE][CarTelemetryService] Add permission to kitchen sink for CarServiceTest 
Adds the USE_CAR_TELEMETRY_SERVICE permission to the allowlist.
This permission is needed for CarTelemetryManagerTest to pass. Otherwise
there will be a security exception whenever the CarTelemetryManager API
is invoked.
