Currently, the offset value returned from getAttributeRange() does
not take into account the offset to the EXIF data within the image
file. This CL fixes the code to return the correct offsets.
The existing test code could not detect this issue because it does
not explicitly seek to the given offset and retrieve/compare the
data. This CL also adds test code to do this. Make tag information
is also added because all test files have this information, while only
a select few have thumbnail/GPS tag information.
This CL also fixes a bug where the thumbnail offset was not being
updated if the data was passed with StripOffsets tag.

Create a constant in ContentSuggestionsManager, which will
be used to pass a hardware bitmap to ContentSuggestionsService.
In the presence of this key in the request extras, we skip taking a
snapshot in ContentSuggestionsPerUserService.
Bitmap is extracted from reading this value from extras in
ContentSuggestionsService.
Create ScreenshotNotificationSmartActionsProvider, which is overridden
in GoogleSystemUI.
Calling AiAi is guarded by a device config flag created in cl/277143225.

This is to attempt erasing any lockscreen password remnants from memory,
which is a NIAP certification requirement.

UVC clients need to acquire the CAMERA permission
before trying to call open. The permission check is
currently done via calls to "checkCallingPermission".
In case the calling identity gets cleared, the check
will always fail. To resolve this, use "checkPermission"
with appropriate identity arguments.

The cancel listeners are created per PendingIntent instance and were
spamming the callback list stored inside PendingIntentRecord. In cases
where there is even a single live PendingIntent backed by this
PendingIntentRecord, all PendingIntent instances backed by this
PendingIntentRecord for which a callback was ever registered will leak.
