Update document to notify that reported size is different between
WindowMetrics#getSize and Display#getSize and provide a sample
code to transform between usages.

This reverts commit 288e1bd045.
The previous implementation of computeWindowInsets is to
use last view from WM#addView, which may be invalid because
the last added view is removed and throws NPE when getting
property from the invalid view.
In this CL, we change the approach to always obtain window
insets from server.

Reason for revert: cache needs to be cleared on package install.
This is much simpler to do in internal master with recent changes
(ag/10172190) so I'm reverting the cache from aosp to keep it correct,
and cherrypicking this into internal master.

Introduce IWindowToken to report config/display changes from
server side. When config change callback is received,
it will update the resources associated with the window token.

Non-activity context can be passed to DecorContext, so an exception
can be thrown when Context#getDisplay() call does verification.
An example is that a free dialog uses Application context as its context.
