e7c539f8d7 Update maybe-batching logic. 
1. Don't re-evaluate state for already running jobs. If the state
   changed, JobSchedulerService would be notified about it.
2. Only send a MSG_STOP_JOB message for jobs that are actually running.
   If the job isn't running, then just remove it from the pending list
   (if applicable).

867992c865 Improve logic for RESTRICTED stop reason. 
Now that we have explicit stop reasons, we can improve how we determine
whether the internal stop reason is due to the restricted bucket or due
to other constraints.

8d3c8782c1 Fix charging reporting logic. 
The JobStatus.set*Satisfied APIs return whether the value changed, not
the previous value. Fix BatteryController's perception and logic of the
returned value. BC ended up notifying JobSchedulerService about changes
anyway, but this now has more correct logic.
