AAPT: faketouch feature implied if no touchscreen feature requested.

This changes the default implied feature of 'android.hardware.touchscreen'
to 'android.hardware.faketouch' if no 'android.hardware.touchscreen'
feature is requested, required or otherwise.

docs: Fixing incorrect div tags in l10n N docs

When some N preview docs were migrated into regular
developer.android.com docs, the div tags were not switched
from qv-wrapper/qv to tb-wrapper/tb.

- replace curved “” ‘’ quotes with straight quotes
- replace " and ' with " and ' (no escape required)
- fix incorrectly escaped characters like <

With the transition from N Preview to actual Nougat Release, this CL moves
the high-level overview files from the preview directory into the
about/versions/ directory, under which an archive of current and previous
Android versions' changes resides.

docs: Moving localized versions of N Preview docs

Localization CL to correspond to http://ag/1247936 , which moves the N
Preview docs for the N Release. Moving files without any edits,
except for fixing image links, and changing the "qv-wrapper"/"qv"
divs to "tb-wrapper"/"tb".
NB: The following files do not exist in ru/vi/zh-tw, so I didn't
perform those move operations for them:
* preview/guide.jd
* preview/features/data-saver.jd
* preview/_book.yaml
* preview/download-ota.jd
* preview/license.jd
* preview/preview_toc.cs

Also setting up redirects, and making necessary changes to other
docs (e.g. drag-and-drop) to account for new feature. Added "see
also" links to a few appropriate pages.
