6cf25139a0 Kill process if it's cached & idle and in forced-app-standby mode 
This behavior could be turned OFF via the flag kill_fas_cached_idle
in device_config.

8b1189fda5 Configures SideFpsEventHandler to handle PhoneWindowManager behavior in 
response to side fingerprint sensor state changes

Implements SideFpsEventHandler to handle interactions between power
button state and side fps state in PhoneWindowManager, displaying
ConfirmScreenOffDialog when the power button is pressed during
fingerprint enrollment. Uses IFingerprintAuthenticatorsRegisteredCallback
to determine when all dependencies are ready to begin checking side fps state.

Test: Press power button during fingerprint enrollment

3948bf5d04 Implement the CarrierConfig for call indicators 
This CL implements the CarirerConfigs for both no calling icons and call
strength icons.
1. Carriers can choose to only show the no calling icons when there is
no IP connections.
2. Carriers can choose to hide the call strength icon, and show either a
blacnk icon (single SIM) or SIM card icon (multi SIM)
