bb4ff3f645 Add an Android Lint check to prevent sendBroadcast calls on Main thread 
This lint check verifies that BroadcastSender is always used in SystemUI for sending broadcasts. It should prevent main thread jank due to broadcast calls.

Test: Included unit test for the linter.

4cfae2ce8f Disable flaky app launch test 
At the moment, when launching an app over the lock screen, the navbar flickers. During the animation it:

- appears
- disappears
- reappears

These tests will help us understand the difference
between local reads/writes vs blobstore reads/writes.

c1c53abc45 Add logging for Dream swipe up to show Bouncer. 
Tested the behavior both in existing tests and in the new
testSwipeDownPositionAboveThreshold_expandsBouncer_doesNotLog().

Also removed the existing
testExpansionAmount_whenBouncerShown_setsCorrectValue(), because it
duplicates testCollapseAmount(). And updated some of the existing tests
to have more explicit names and comments.
