dd4a748af0 Move initialization from onCreate to attachBaseContext 
Previously we initialize WindowManager and associate DisplayArea in onCreate,
but apps may use WindowManager before WindowProviderService#onCreate.
The code may be like:
```
public void onCreate() {
    WindowManager wm = getSystemService(Windowmanager.class);
    wm.getCurrentWindowMetrics().getBounds(); // <--- crash here
    super.onCreate()
    ...
}
```
This CL move the initialization step to attachBaseContext to prevent
the crash.

5b09e3c19a Accessibility fix for ShellRoot 
Ensure ShellRoot layers are ordered correctly with other windows in the
system. This means placing the Shell Root layers z ordered based on the
window type

290eb284c6 Add receiver to user switch to VibrationSettings 
The current user settings held by the vibrator manager service
is not updating on user switch. Adding a receiver to trigger settings
update on that broadcast.

f5da22e711 Add more owners of API directory 
This dir is home of the modularized SDK now. Add hansson and
modularization team as explicit owners so that we can e.g. approve new
modules being added.

b4fe247823 DPM.isUsbDataSignalingEnabled() callable on unmanaged device 
Fix an issue in existing implementation where the API will
throw exception when called on a device without DO or PO: a
slight tweak of semantics such that when the API is called by
a regular app, return the device-wide policy regardless which
user the caller is from.

Bug: 190024751
Test: manual with modifed TestDPC on unmanaged device.
